The Welsh Government wishes to commission an independent evaluation of the effectiveness, efficiency and impact of the Knowledge Transfer,Innovation and Advisory Services (KTIAS) known as Farming Connect as part of the European Union (EU) Rural Communities - Rural Development Programme(RDP) 2014-2020 in Wales, with a particular focus on the effects of changes made in the Farming Connect 'refresh'.The client welcomes tenderers to propose a methodology that fully meets the requirements. It is envisaged that a variety of different research methods areneeded, including interviews, focus groups, case studies, benchmarking, a desk review, and a value for money assessment. A rationale for the choice of methods should be presented as part of the tender bid.NOTE: The authority is using eTenderwales to carry out this procurement process.
