ERDF Operation External Evaluation

Notice Description

Marine Power Systems Ltd. is seeking to appoint a suitably qualified evaluation consultant to undertake a final evaluation of the Full Scale WaveSub Wave Energy Converter (WEC) Prototype Operation. With reference to the Operation Monitoring and Evaluation plan, the evaluation will aim to establish how efficient and effective the operation has been in meeting the aims and objectives set out in the business plan. In doing this, the evaluation will cover the governance of the operation, procurement and delivery processes, dissemination, cross-cutting themes and lessons learned. The expected deliverables include a draft and final report in both English and Welsh. Bidders are invited to propose a suitable methodology in order to undertake the following scope:NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=128471.The buyer has indicated that it will accept electronic responses to this notice via the Postbox facility. A user guide is available at https://www.sell2wales.gov.wales/sitehelp/help_guides.aspx.Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems. MPS will run a single stage procurement process with a period of clarification and negotiation only ifrequired to arrive at the most economically advantageous tender.MPS will send the Operation's Monitoring and Evaluation document once a potential company hasregistered interest on Sell2Wales and completed the NDA. A blank NDA is included on Sell2Walesdocument number D001-00-CO-FORM-001_03 NON-DISCLOSURE AGREEMENT FORM (NDA).(WA Ref:128471)Relates to the following project/programme financed by EU Community Funds: This project has been part-funded by public money via grant funding.The buyer considers that this contract is suitable for consortia bidding.
