Notice Description

1.The Welsh Government wants to make Wales the most LGBTQ+ (Lesbian Gay Bisexual Transgender and Queer/Questioning) friendly nation in Europe. Recently, the Welsh Government has published its LGBTQ+ Action Plan, which outlines how it is intended that goal is reached. This Action Plan sets out the Welsh Government's joined-up strategy to improve the lives of LGBTQ+ people in Wales, underpinned by a commitment to respect, protect, and fulfil the human rights of all LGBTQ+ people in Wales as set out in international human rights treaties and laws.The aims of the research are:To develop a suite of evidence-based theories of change which articulate the scope and activities of the LGBTQ+ Action Plan. The theories of change will cover thematic areas as well as an overarching integrated theory of change for the whole Action Plan and should detail how inputs will result in intended outputs, outcomes, and impacts (and the assumptions upon which these causal chains are based).To conduct an evaluability assessment of the Action Plan, determining the extent to which different evaluation options can feasibly assess the implementation and impact of the Action Plan. The evaluability assessment will set out options for research and data gathering activities required for an effective evaluation.
