Notice Description

The Economic Contract (EC), first launched in May 2018, is an agreement between Welsh Government and the businesses it supports on how we will work together in partnership to deliver a fairer, greener, more equal Wales. The Economic Contract remains Welsh Government's key policy tool to generate meaningful, dynamic changes to business behaviours so they align with the values contained in the 2021 Our Economic Resilience & Reconstruction Mission and the principles of the 2015 Well-being of Future Generations Act.The aim of this contract is to assesses how successfully the refreshed Economic Contract, introduced in January 2022, has delivered against the core principles of Our Economic Resilience & Reconstruction Mission through its development of reciprocal relationships between Welsh Government and business to create a 'well-being economy which drives prosperity, is environmentally sound, and helps everyone realise their potential.The evaluation will run alongside the latest 'refreshed' Economic Contract programme in that it will assess current recipients and help identify potential improvements during the programme delivery period, which remains ongoing.The successful Bidder will engage a sufficient sample of current, successful recipients of an Economic Contract in the evaluation, and include relevant Welsh Government policy leads and stakeholder viewpoints, to establish a baseline of business practice and behaviour.This engagement will include a further evaluation in one to two years' time (the anticipated end date of the recipients' current Economic Contract) to establish the extent any measurable changes in business behaviour and practice have been the result of the Economic Contract.Produce an international comparison (largely through desk-based research) of what policy initiatives other comparable governments have in place to encourage responsible business practices, and how successful these have been.From these investigations, the Bidder may also make recommendations to inform the future implementation and delivery of the Economic Contract. This will include demonstrating the EC's achievements against the policy's aims and objectives and identifying any wider benefits and impacts on recipient businesses.
