Notice Description

Welshpool Town Council requires a full Heritage and Structural survey to be carried out, with a report and full costings; to carry out this work the Council is seeking an individual or team with a proven track record of delivery and working collaboratively with the (yet to be selected) Stakeholder Consultation/ Business Planning Consultant. Welshpool Town Council owns the Town Hall which is a Grade 2 listed building in need of considerable renovation; however, to achieve this a full consultation regarding its potential use for the Town and an evidence-based business plan is required. This will be based upon the findings from the Stakeholder Consultation and the work of the appointed architect.Background and ContextWelshpool Town Council comprises 15 Councillors with a range of skills and interests, with the aim of improving the environment of Welshpool, the town we live or work in.Welshpool Town Hall was built in 1874 and extended in 1881, but is seen as a sign of past glory, is sad and tired. Currently it is used by market stall holders, some community groups, the Coroner's Court, and privately hired for parties and celebrations; Town Council meetings are also held there. The whole building extends over 4 floors and is approximately 3,500 sq. m.Purposeit is expected that Welshpool Town Hall, once renovated and revitalized will celebrate how heritage can inform and enrich our future. It will boost the local economy and reach out to local and wider communities. The Town Hall can be a hub for engaging diverse audiences, celebrating the history of Welshpool and Montgomeryshire. Renovation of Welshpool Town Hall will provide a further boost to the ongoing regeneration of the town, and beyond with benefits through jobs, training and volunteering as part of the project. An ongoing programme of activities will enable residents to be part of the Town Hall's transformation.Scope of the WorkFull structural survey of the buildingLiaison with Consultation contractorDetails of works that can be undertaken to preserve and protect the building for the futureCollaborate with Stakeholder Consultation contractor to develop proposals for use in line with stakeholder responsesDraft drawings for stakeholder presentation and validationDraft and Final Plan working closely with Business PlannersSelection and interviews will be held 25th /26th July with contracts signed and work commenced early August; if invited for interview you will be contacted no later than noon on 21st July. The work must be completed by the end of 2023, it is therefore imperative that the Stakeholder validated Plans are completed and provided in MS Word, electronic format to Welshpool Town Council no later than Thursday 30th November.ValueThe maximum amount available for this work including all costs is 28,000 (excl.
