POW-ITT-55005 - Commissioning of Self Harm Focused Response - PTHB
Notice Description
Powys Teaching Health Board and Regional Partners deliver a range of mental health services across Powys, encompassing Secondary statutory provision, Primary Care provision and Third Sector support.Recently, strategic aims have been to develop and deliver a Suicide Prevention and Postvention pathway, which is now operational.In line with NICE Guidance, national mental health strategy and local strategic priorities, Powys Teaching Health Board and Regional Partnerships now wish to develop an evidence based, pan Powys Self Harm response for all residents of Powys, wherever they may access Services, from age 8 upwards.This presents unique challenges; Powys is a rural, low density populated county, with infrastructure and resources that are variable depending on population and location. Critically, that infrastructure sometimes interfaces with England; thus, Powys residents may often present in English hospitals and there are multiple points of possible interaction between people and services. This ranges from a possible 18 District General hospitals, 4 minor injury units, 16 General Medical Services, 2 Crisis Resolution Teams, 2 Dementia Home Treatment Teams, 5 CMHTS, Third Sector, Community Pharmacies, WAST, 5 Police forces and many others.As the response to be formulated will cater for those aged 8 and upwards, any solution must also be child focused. As with adult services there are multiple touchpoints for children in Powys; schools, CAMHS, Education Welfare, Children's social care teams, Integrated Autism Service, Integrated Youth and others. There are specific legislative and policy frameworks affecting children which will need to be adhered to as well as considerations of parental involvement, and child centred developmental and capacity issues.Powys Teaching Health Board recognises the importance of the Welsh language to the communities it serves. Consequently, responses to an invitation to quote or tender will be accepted in Welsh as well as English. However, please note that tender responses submitted only in Welsh will be translated by the Health Board into English before consideration.
