Summary of the contracting process

The Rhondda Cynon Taf County Borough Council (CBC) has concluded a public procurement process for the provision of Home Care services, under a restricted procedure. The procurement aimed at delivering domiciliary care to various locations within Rhondda, Taf, and Cynon zones. The estimated annual value of the contract is around £21.75 million, and the initial contract duration is for six years starting from 1st October 2024, with an option to extend for an additional 2 years + 2 years, subject to performance reviews. The contract is divided into six lots, with one provider appointed to each lot. Key areas of service delivery include supporting elderly frail, individuals with physical disabilities, mental health issues, substance misuse, and learning disabilities.

This tender presents substantial growth opportunities for businesses specialising in domiciliary care services, particularly those equipped to handle a variety of service user needs from elderly care to mental health support. Small and medium enterprises (SMEs) like Cynefin Care Ltd and Q Care Ltd have secured contracts, indicating the relevance and potential for private firms to compete in this sector. The framework includes provisions for a supplementary list for emergency care placements, further widening the scope for prospective service providers. Businesses aligning with Rhondda Cynon Taf CBC’s commitment to social value measures and community benefits will find this contract particularly advantageous.
