Summary of the contracting process

Public Health Wales is undertaking a procurement process for the "Hire of Fully Managed All-inclusive Vehicles for Diabetic Eye Screening" under the health industry category. The process, initiated in January 2025, is in the award stage with a focus on continuing support for the Diabetic Eye Screening Wales (DESW) service. The service involves locating mobile screening units in areas lacking suitable clinic venues to manage the backlog of delayed screening appointments. The procurement, conducted through a limited procedure without prior publication, aims to ensure equitable and accessible eye screening services. Key locations include areas within health region UKL14 in Wales, and the anticipated cost totals GBP 381,400 for a 6-month period, with potential extensions.

This tender represents a significant opportunity for businesses that specialise in managed vehicle logistics, particularly those with experience in healthcare service provision. Companies that can offer comprehensive vehicle management, including logistical planning, resource allocation, fuel management, and cleaning services, would be well-suited to compete. Given the ongoing requirement to alleviate appointment delays and provide mobile screening solutions, businesses in this sector can leverage their expertise to support public health initiatives and expand their market presence by contributing to essential healthcare services.

Notice Title

Hire of Fully Managed All-inclusive Vehicles for Diabetic Eye Screening

Notice Description

Continuation of service to support DESW service to reduce backlog of delayed participants and provide an equitable and accessible service by locating mobile units in areas were the programme are not able to secure a suitable clinic venue.

Lot Information

Lot 1

The following requirement is a continuation of current service to support Diabetic Eye Screening Wales. This is a fully managed all-inclusive service that includes: - Logistical planning of MSU in required areas - Pre-agreed locations to site units - Transport of the unit - Allocated resource per day to manage the unit - Fuel Charges - Cleaning The fully inclusive cost for a mobile unit is 600.00 GBP per day, with the total cost for the 6 months (+3 months + 3 months extensions) is 218,400.00 GBP This will take the total project value to 381,400.00 GBP and the reason for this VEAT. The service had previously used another supplier for a similar approach from Feb 2023 to March 2023. The expected throughput of participants was not achieved due to the regular issues experienced with the units and provider. As a result, a number of clinics and appointments had to be cancelled. Due to the issues experienced and costs and cancelling of appointments, this provider was not suitable for continuation.

Procurement Information

There has been significant delays in participants receiving their offer for an eye screening appointment which has been drastically reduced in the last 6 months whilst utilising the Tenovus service. Continuation of this service is needed to support DESW in continuing to reduce the backlog of delayed participants and provide an equitable and accessible service by locating mobile units in areas were the programme are not able to secure a suitable clinic venue.
