The Welsh Government (on behalf of the Welsh Ministers) is commissioning a review of non-domestic rates (NDR) reliefs in Wales. This work is being undertaken to provide and insight into the effectiveness of the current financial support offered to ratepayers, to inform how the existing package of reliefs may be changed in the future.Objectives of the work align to three key review strands:1.Principles - To develop a set of key principles to guide future changes to NDR reliefs.2.Practicalities - To test and refine the developed principles, considering the practicality of the reliefs and their administration by local authorities.3.Perceptions - To consider the perspectives of current ratepayers and their representatives, further testing and refining the developed principles.Both primary and secondary data collection and analysis are required under this contract, which will cumulate in the publication of a final research report on the Welsh Government website.NOTE: The authority is using eTenderwales to carry out this procurement process.
