Summary of the contracting process

Powys County Council has successfully completed the award stage of a framework agreement for Early Years Pre-School Education Provision in Powys, covering a wide range of locations including Brecon, Bro Hyddgen, Builth Wells, and others. The framework spans from September 2025 for a duration of four years, with an option for a one-year extension. This initiative focuses on providing up to 10 hours of early years education per week for 3 and 4-year-olds, fitting under the service category. The procurement follows an open procedure, ensuring transparency and equality as required by the Public Contract Regulations 2015 Light Touch Regime. Contracts for individual settings have a potential span of five years with an option to extend for two more years. The framework allows flexibility for potential future inclusion of additional providers to meet rising demands.

This framework agreement offers significant opportunities for growth, especially for small and medium-sized enterprises (SMEs) in the education and social protection sectors. It is aimed at experienced and qualified organisations that can cater to the needs of early childhood education across multiple catchment areas. As multiple lots are open for bids, businesses have the flexibility to engage with various locations, either through single or multiple lot bids. While favourable to SMEs, the tender process is structured to promote fairness, ensuring that all bidders have equal chances regardless of the number of lots bid for. This framework is particularly suited for businesses specialising in early childhood education and care services that are looking to expand their reach within the Powys region.
