Culture for Future Generations White Paper

Full details including timeline are available in the spec document (downloadable from the Additional Documents section)----------------------------------------------------Requirement:The Future Generations Commissioner for Wales is seeking a researcher, agency or organisation to produce a White Paper exploring the options for protecting and promoting culture within public bodies across Wales.The work should provide an overview of the opportunities and challenges facing Wales' cultural offer and ambitions and take account of the other statutory obligations on public bodies and the recently published National Priorities for Culture.The successful provider should take account of the Culture and Welsh Language goal as defined in the Well-being of Future Generations Act.This work must be informed by a wide range of stakeholders including local authorities, cultural institutions, artists, community organisations, and the public.The following options should be explored and detailed - demonstrating the pros and cons.* Option 1 - Do nothingMaintain status quo.* Option 2 - Do minimumWelsh Government hypothecates funding for culture in annual budgets.* Option 3 - Do minimum plusWelsh Government hypothecates funding for culture in annual budgets for Local Authorities and mandates Local Authorities to ring fence revenue raised e.g from Tourism Tax for local cultural offer.* Option 4 - IntermediateDevelop a set of cultural rights within the context of the Well-being of Future Generations Act. Opportunity to articulate the desired levels of cultural access, enjoyment, education and participation within Wales to set an expectation of a minimum cultural offer and entitlement.* Option 5 - Do maximumEstablish a Culture Act.In reference to Option 5, the final output should demonstrate what this legislation could include and how it could be delivered. We are particularly interested in how a Culture Act could:* Enable a statutory cultural offer across Wales - particularly at local government level.* Be delivered equitably through existing and new statutory services and widen access and participation in culture.* Address current funding challenges and propose new financial models to support the implementation of a Culture Act.* Recognise and protect the cultural rights of future generations* Complement or impact on the implementation of the Well-being of Future Generations Act and the assessment of existing statutory requirements around archive and library provision.We welcome other options as you see appropriate.________________________________________Essential RequirementsProposals must:* Demonstrate experience in producing policy-oriented research or white papers for public or voluntary sector bodies* Show expertise in cultural policy, legislation or creative sector development* Have strong stakeholder engagement capabilities and a plan for involvement of statutory bodies, cultural organisations, cultural freelancers and diverse communities* Include an assessment of funding mechanisms, both current and prospective.* Present international comparisons or case studies of other similar legislation or approaches, where appropriate.________________________________________Desired RequirementsWe would also welcome proposals that:* Include creative or co-produced methodologies, especially involving young people or underrepresented groups* Consider links with broader legislative ambitions in Wales (e.g. a basic income for creatives, community wealth building, nature rights, etc.)* Propose options for measurement and evaluation of cultural well-being and participation________________________________________This White Paper will be published for further engagement with political parties and policy-makers, to inform future policy development.Budget:PS10,000 (inclusive of VAT)Project lead and contact details:Jacob Ellis, Director of External Relations and Culture Jacob.Ellis@futuregenerations.wales
