Summary of the contracting process

The procurement process initiated by NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, aimed to insource endoscopy procedures to reduce waiting times as part of the elective recovery programme for Cardiff and Vale University Health Board. The procurement falls under the "services" category, classified under the CPV code 85111100, and was designed to enhance capacity at the Royal Glamorgan Hospital in the UK. The initial procurement stage was marked by a direct award method under the Provider Selection Regime Wales without prior publication. Although the procurement was intended to commence on 4th September 2025, the process was ultimately abandoned, and a contract was not awarded due to regulatory review findings on the framework suitability. Key stakeholders involved included NHS Wales Shared Services as the buyer, and ID Medical Group Limited as the supplier, with significant contract activities intended to support the health board's objectives between 4th September 2025 and 31st March 2026.

This tender, despite being abandoned, presents a notable opportunity for businesses specialising in clinical and diagnostic services, particularly those with expertise in managing healthcare insourcing projects. Companies possessing strong staffing and service knowledge of NHS facilities may find future opportunities in similar initiatives by demonstrating the ability to swiftly scale operations and meet healthcare capacity needs. Businesses within the large enterprise sector, like ID Medical Group Limited, are generally well-placed to engage in such contracts, providing a strategic growth avenue by supporting NHS operations with resources and expertise in reduced timeframes. This past intention to award indicates a high demand for businesses capable of delivering immediate healthcare solutions under expedited or specialised frameworks.

This is a Provider Selection Regime Wales (PSR Wales) notice that this procurement process has been abandoned and a contract has not been awarded. This process has been abandoned under the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act do not apply. Insourcing of Endoscopy Procedures Reference number: CAV-DAP2- (25-26) 80 As part of the elective recovery program for Cardiff and Vale University Health Board and improving waiting lists within Endoscopy, a Direct Award to ID Medical for Insourced Endoscopy procedures was intended to be made for a commencement on 4th September 2025 until 31st March 2026 to support the additional capacity being created at the Royal Glamorgan Hospital. The previous notice published was an intention to award a contract for Cardiff and Vale University Health Board based on a direct award conducted under the framework agreement for Outsourcing / Insourcing of Clinical, Surgical & Diagnostic Services - Lot 2a. This award was made to establish a short notice short-term contract to cover Insourcing to increase additional Endoscopy capacity at Royal Glamorgan Hospital and support the reduction in core Endoscopy Procedure waiting times. Key to the planned award is existing staffing and service knowledge of the site to enable meeting the Health Board requirements. This was a Provider Selection Regime Wales (PSR Wales) intention to award notice. Cardiff and Vale University Health Board intended to award a contract for the insourcing of procedures at the Royal Glamorgan Hospital via a direct award under the framework agreement for Outsourcing / Insourcing of Clinical, Surgical & Diagnostic Services - Lot 2a. However, following a review of the decision, it was determined that this framework was not suitable to meet the service requirements. As a result, the procurement process was abandoned, with a new procurement undertaken for the delivery of the required services.

Insourcing of Endoscopy Procedures Ref CAV-DAP2- (25-26) 80 As part of the elective recovery program for Cardiff and Vale University Health Board and improving waiting lists within Endoscopy, a Direct Award to ID Medical for Insourced Endoscopy procedures was intended to be made for a commencement on 4th September 2025 until 31st March 2026 to support the additional capacity being created at the Royal Glamorgan Hospital.
