POWYS COUNTY COUNCIL

This public procurement record has 1 release in its history.

Summary of the contracting process

Powys County Council is inviting tenders for the re-opening of its Social Care Training Framework, specifically targeting training courses for Adults and Children's Services. This invitation to tender (ITT) falls under the industry category of general public services with a focus on social protection. The procurement process is currently at the tender stage, with the submission deadline set for 7th November 2025. The Council intends to operate within the light-touch regime under the Public Contracts Regulations 2015, employing a "pseudo" open procedure to ensure transparency and equal treatment of providers. The framework agreement will be in effect from 1st April 2023 to 31st March 2027, supporting the council's evolving workforce needs with annual funding and delivery schedules aligned with Welsh government priorities. A 'Meet the Buyer' event is scheduled on 1st October 2025 to discuss the tender process with potential suppliers.

This tender presents significant business growth opportunities for training providers in the social care sector. Businesses skilled in delivering adult and children’s social care training services could benefit from secured annual contracts, aligning their offerings with the council's strategic workforce demands. The procurement's open procedure and framework agreement enable new suppliers to join the existing framework without affecting the status of current providers, encouraging competitiveness and innovation. Companies interested in participating will find the electronic submission process streamlined via the eTenderWales portal, making it accessible and efficient to engage with. This opportunity is particularly suited for organisations experienced in navigating public sector contracts with a capacity to adapt to evolving service requirements.
