Summary of the contracting process

The Welsh Government (Llywodraeth Cymru) is in the planning stage of a tender process to establish the "WPLS Independent Assessor Framework 7". This procurement opportunity involves recruiting an independent assessor to evaluate the annual returns of the Welsh Public Library Standards from 2026 to 2028. Located in Cardiff, the buyer seeks services in the research and development consultancy and library services categories. With an estimated contract value of £110,000 (excluding VAT), the project requires comprehensive assessments of library performances across 22 local authorities in Wales, culminating in 22 individual reports and one collective report.

This tender presents significant opportunities for businesses specialising in consultancy services with expertise in library performance evaluation and data analysis. Companies experienced in providing bilingual reports and conducting workshops in English and Welsh will be well-suited. Engaging in this project can cement a firm's reputation in the library and research consultancy sectors, offering potential for further involvement in public sector evaluations across the UK. The requirement for face-to-face seminars in North and South Wales also provides a platform for knowledge-sharing and networking among prominent stakeholders in the Welsh library services field.
