Comhairle nan Eilean Siar, constituted as the Western Isles Islands Council in terms of the Local Government (Scotland) Act 1973 thereafter designed and known as the Western Isles Council in terms of the Local Government etc. (Scotland) Act 1994 having changed its name in terms of the Local Government (Gaelic Names) (Scotland) Act 1997 having its principal offices at Council Offices, Sandwick Road, Stornoway, Isle of Lewis, Scotland, UK, (hereinafter referred to as "the Comhairle") and being the Local Authority for Na h-Eileanan an lar (the Western Isles Area) wish to undertake a further competition under the CCS framework agreement for Local Authority Software Applications (RM1059) Lot 1.Selected companies are therefore invited to submit proposals the provision of a Revenues and Benefits IT system. As part of this exercise the Comhairle is looking to achieve the following outcomes:- Customers will able to self-serve for particular requests (change of circumstances, notifications for council tax, canvass returns);- The Comhairle will be able to undertake eBilling and text messaging for communication with customers;- The workflow/document management and core systems are fully integrated; and- Improvements are achieved within the current on-going resources available.
