Award of design, supply and installation of solar photovoltaic systems on residential properties within WLC
Lot Information
Lot 1
The project will comprise: the consenting, design, supply, installation, Distribution Network Operator (hereafter DNO) application, testing, commissioning, set to work, demonstration, training and handover of individual stand-alone solar photovoltaic (PV) systems provisionally on up to 84 Council houses at 3 sites, at Newton and Wilkieston and Breich. The order of works is to start at Wilkieston. The remaining programme will be negotiated with the successful tenderer, as the roofs at Newton are requiring replacement, but Council approval for this extra expenditure cannot be achieved until June 2016. The budget for this contract is extended over 2 years, but again the council will be asked to approve acceleration of the budget in June to allow the whole of Breich to be completed at one time. Newton PV will be fitted after, or in conjunction with, the new roof covering. Again, this will be negotiated with the successful tenderer and the roofing contractor. In the event of unforeseen circumstances, the contract may move to include houses in other areas instead, or in addition to the above. The tenderer is nonetheless to base the tender on 84 houses in these 3 sites. The solar PV systems are to be connected to the mains electrical infrastructure at each home to offset the main utility electricity consumption and the associated carbon dioxide emissions. All PV systems are to be Microgeneration Certification Scheme (hereafter MCS) accredited and will ensure the Council (Client) can claim Feed-In-Tariffs (hereafter FIT) for the energy generated.
Options: If designs allow for extra panels or houses to be covered works may be extended
