Notice Description

The University of Edinburgh invites competitive tenders for an Estate wide Asbestos Consultancy Service Framework divided into Survey and Analytical Lots, then further divided into Geographical Lots. Consultants appointed to the Framework will provide a full range of asbestos analytical and surveying services as determined by the specific Lot. We will apply a two-stage Restricted Procedure. Bidders must self-certify adherence to selection criteria via the ESPD (Scotland) on PCS-T. Suppliers may be required to submit Means of Proof at a later stage via PCS-T. When completing the ESPD, bidders must have regard for the specific requirements detailed in Sections III and VI of this OJEU Notice. Following assessment of submitted ESPDs, we will shortlist 6 bidders in each Lot and they will be invited to tender.

Surveying - Central & Accommodation Services

The University of Edinburgh invites competitive tenders for an Estate wide Asbestos Consultancy Service Framework. Consultants appointed to Lot 1 will provide a full range of asbestos surveying services within the Central and Accommodation Services area. The University is looking to appoint Consultants that will show a willingness to share best practice and have a proactive approach to the continuous improvement of the service over the contract period. The University has a population of over 29,000 students and 7,500 staff. University activity is spread over approximately 750 buildings in five locations covering 800,000 square metres around Edinburgh and beyond. The successful Consultants must be willing to play an active and effective role as a partner in understanding the needs and requirements of a large and complex building stock and will be expected to support the University through the delivery of a comprehensive package of services. Services will include, but not be limited to: - Management surveys - Refurbishment and Demolition surveys; - Bulk sampling; - Identification of asbestos by PLM; - SEM analysis; - Density/Water Absorption Testing; - Project liaison and oversight; - Attendance to emergency situations; and - The provision of expert professional advice. The Suppliers appointed to the Framework will be required to provide services 24 hours a day, 52 weeks a year; as well as providing an emergency response service. Each of the Lots will be ranked with 4 suppliers with the 1st ranked supplier being offered any work that falls below GBP10k. Suppliers can choose to bid for all or some of the Lots however the same supplier will not be ranked 1st for both surveying Lots or both analytical Lots. Suppliers will be asked, as part of the tender, which is their preference between Lot 1 and 2 (surveying) and Lot 3 & 4 (analytical). If the same supplier wins either 1 & 2 or 3 & 4, they will be awarded to the lot which was noted as their preference and will be ranked to 2nd place for the other Lot. The 2nd placed supplier will then be ranked number 1. For any work above GBP10k, all suppliers within each Lot will be invited to bid and these will be awarded solely on price.. Each of the Lots will be ranked with 4 suppliers with the 1st ranked supplier being offered any work that falls below GBP10k. Suppliers can choose to bid for all or some of the Lots however the same supplier will not be ranked 1st for both surveying Lots or both analytical Lots. Suppliers will be asked, as part of the tender, which is their preference between Lot 1 and 2 (surveying) and Lot 3 & 4 (analytical). If the same supplier wins either 1 & 2 or 3 & 4, they will be awarded to the lot which was noted as their preference and will be ranked to 2nd place for the other Lot. The 2nd placed supplier will then be ranked number 1. For any work above GBP10k, all suppliers within each Lot will be invited to bid and these will be awarded solely on price.. Economic operators may be excluded from this competition if there are any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015",
