Award of INVITATION TO QUOTE FOR A Circular Economy Wind Turbine options Study
Notice Description
Scottish Enterprise wishes to appoint a suitably qualified consultant to undertake research to help SE understand:1) The options available regarding wind turbines at the end of their useable life and/ or warranty period.- We would like to take a full turbine approach to the study, which will include, but is not limited to blades. The study should consider all options, including but not limited to, disposal of existing turbines (or component parts) into landfill and replacing with new turbines; complete re-manufacture; re-sale for community use; repair/refurbish, provision of replacement parts and assembly of turbine drive train components; or systems retaining the status quo O&M routine. Where it is not appropriate for a turbine part to be included in the study (e.g. turbine bases) this should be noted and explained in the study; Learning from best practice in international markets should be incorporated where appropriate.2) The economic opportunity (evidenced) for Scotland associated with each option.-The economic opportunity should, as a minimum, specify evidence of the market demand (local, domestic & international) and the size and nature of the relevant market opportunity(s); Existing international activity/ demand should be referenced and evidenced where appropriate e.g. in Germany, Holland, Spain. Please note that market demand for turbine components may not be limited to the wind market.3) The feasibility of implementation of each option in terms of both market demand and supply.-The study should provide evidence of industry demand and timescales for this demand, market barriers (including planning & policy context) and suggested steps to overcome those barriers. If for example re-manufacturing of turbine blades is the area industry and public sector should focus on currently then this study should provide evidence to that effect and set out the next priorities thereafter.-The potential ability for the Scottish supply chain to capture address these end of life scenarios should be articulated and evidenced, including gaps/ barriers and recommendations on how the supply chain would be best organised to overcome these and capture the evidenced market opportunities e.g. a virtual cluster, a re-manufacturing facility etc.4) The potential for phasing any public sector intervention in this area based on the information from 1-3 above e.g. what needs to be addressed now, what can be done concurrently and what can be addressed later.
