Award of Provision of 7 Cities Investment Fund Project
Notice Description
The Scottish Cities Alliance (the Alliance) is the collaboration of Scotland's seven cities (Aberdeen, Dundee, Edinburgh, Glasgow, Inverness, Perth and Stirling) and the Scottish Government. The Alliance aim is to attract investment, stimulate economic activity and most importantly create new jobs and business opportunities in Scotland's cities and regions.The Alliance Leadership Group brings together the Scottish Government's Cabinet Secretary forEconomy, Jobs and Fair Work and the Leaders and Chief Executives of the seven cities. The approved work programme has been taken forward by the Delivery Group, comprising senior economic development officers from each of the seven cities and the Scottish Government, working in partnership with national agencies and engaging with academia and the private sector.This requirement is to identify priorities and opportunities to help Scottish cities to deliver enabling infrastructure. To this end, the supplier is required to deliver a written report including the 4 following elements:1. a review of the current ecosystem of infrastructure investment in Scotland, to include identifying common or reoccurring market failures (both financial and process) which limit cities' ability to deliver investment in infrastructure, particularly infrastructure needed to unlock key development opportunities. Consideration should be given to existing national infrastructure instruments; the recommendations made in the Review of the Scottish Planning System; the role of the European Union/European Investment Bank; and City Deals;2. an analysis of the key types of development opportunities currently being progressed by city and city regions - this should reflect the different types of propositions in terms of scale, type and market interest;3. a review of best practice from the UK, Europe and internationally in relation to infrastructure investment. Consideration should be given to the outputs of the Finance and Funding Working Group of the European Housing Partnership; and4. drawing on the above findings, an outline business case for a potential Seven Cities Investment Fund (or alternative collaborative funding mechanism) to deliver infrastructure investment in cities and their regions, to include consideration of funding; structure; governance; stakeholders; timescales; and the role of the public and private sectors (including the scope to leverage private sector funding).
