Procurement for the provision of Managed Wide Area Network Services

Procurement Information

WDC requires ongoing support for a managed WAN service over approximately 100 sites. The core technology on which the current WAN is based was provided by Capita IT Services Ltd. following a previous tender process. Support is required for a 5 year period although annual break clauses are in place where SWAN can be considered. WDC considers that the award of a contract following negotiated procedure without prior publication of a contract notice is justified on the grounds of Regulation 33.1 b ii - absence of competition for technical reasons and biii - the protection of exclusive rights, including intellectual property rights. A change of supplier will require a substantial capital investment for WDC to replace the core technology on which the current WAN design is based. A change of supplier may also require further capital investment to replace/install cable in the ground. As our WIFI, Public WIFI, Secure, VOIP, Corporate and Education networks are designed and built around our current WAN, any change from the existing design would require a complete re-working of all networks. This would create substantial disruption, extending possible downtime and increasing the WDC resources required to complete migration tasks. As the loss of telephony at some sites is unacceptable through the working day, resources would be required out of hours at an increased support cost. Migrations to new circuits have been time and resource intensive over the last 3 years, requiring between 2 and 6 support staff to complete tasks with downtime for migrating a site ranging from 1to 5 days. A change in provider will almost certainly mean a repeat of the migration process for approximately 100 sites, requiring support staff to be redirected from their daily business and temporary support staff to be employed to complete mainstream support tasks. A further cumulative loss of services of between 100 - 500 days across our sites and services would be unacceptable to our customers and citizens. It has also been shown in the past that other large WAN providers cannot meet our latency requirements due to the nature of the routing between exchanges. This has required us to change providers in certain areas in the past and would prove particularly problematic with our VOIP network.
