Summary of the contracting process

The procurement process initiated by SRUC is focused on the "Feed Mill for Farm Livestock" project, aimed at establishing a facility for producing experimental feeds for livestock research, specifically for pigs and poultry. Located at Bush Estate in Edinburgh, this project has a value of £600,000 and is currently in the active tender stage, with submissions due by 17th February 2017. The procurement follows an open procedure, allowing all interested parties to submit their proposals electronically, and the intended contract period runs from 10th March 2017 to 13th October 2017.

This tender presents a significant opportunity for businesses in the agricultural equipment and feed manufacturing sectors, particularly those with expertise in designing and supplying industrial-scale feed mills. Companies that can offer innovative solutions and machinery that meet the specific technical requirements outlined, such as various mixing capacities and compliance with EU standards, will be well-positioned to compete. The project is ideal for firms focused on sustainable practices, as a minimum of 50% recyclable components is required in the mill’s construction.

Feed Mill for Farm Livestock

Notice Description

SRUC Animal & Veterinary Sciences is considering options for the provision of a Feed Mill that will be used to manufacture experimental feeds for farm animal research projects and trials, with emphasis on pigs and poultry.

Lot Information

Lot 1

SRUC Animal & Veterinary Sciences is considering options for the provision of a Feed Mill that will be used to manufacture experimental feeds for farm animal research projects and trials, with emphasis on pigs and poultry. The Mill will be permanently located at our site at Bush Estate, Edinburgh. Construction of the building in which the mill will be located is expected to be completed by mid-September 2017 and it is anticipated that the mill will be delivered and installed by early October 2017. The area within the building that has been allocated for the mill is circa 12m wide x 17.3m deep x 5.5m high. The following minimum requirements are provided for guidance only and it is recognised by SRUC that the specifications offered may vary and include additional options over those listed below. SRUC will consider alternative and innovative suggestions from tenderers. The Mill will: 1. have bin facility to store up to four raw materials in volumes of 10,000L; 2. be able to mix a minimum batch size of at least 100kg and a maximum batch size of 1000kg; 3. have two mixers with weighing in platforms at minimal accuracy of 0.01kg, one mixer of ~3000L and one mixer of ~1200L, to facilitate experimental diet consistency; 4. include a steam conditioner with controlled steam provision and variable throughput; 5. operate at 'commercial steam pressures and moisture content' and will have the ability to monitor temperatures and pressures remotely. Real time moisture analysis is desirable. Once achieved, the desired temperature, residence time and steam input rates should be able to be held constant with minimal variation over the manufacturing time of a batch (expected variations/tolerances to be provided by supplier); 6. employ augers and screws (or better) to connect mixers, conditioner and pelletizer; 7. be capable of producing feed in pellets of a range of sizes suitable for pigs and poultry at variable rates (up to 1000 kg/h); 8. have a band cooler post pelleting with variable speeds; 9. be capable of the post-pelleting application of liquid enzymes, fats, vitamins, etc; 10. be capable of producing feed in crumb form; 11. be able to achieve and hold a range of conditioning temperatures; 12. have sampling ports/points that allow samples to be taken at appropriate points throughout the feed manufacturing process; 13. have the capability to bag finished feed in 20kg sacks (stitched) or tote bags; 14. allow for routine maintenance and cleaning procedures that must be within the capability of suitably trained SRUC staff; 15. require to include a minimum of 50% recyclable components and any wood incorporated into the construction, must be sourced from sustainable resources; 16. have to work in compliance with recognised EU standards for noise, vibration and power consumption.
