Summary of the contracting process

The University of Edinburgh is seeking competitive tenders for the manufacture and delivery of a High Pressure (100 bar or more) and Temperature (1000 K) Chamber for Spray Measurements. This procurement falls under the goods category and is already in the Award stage as of the latest update. Key deadlines include the bid submission due date on 21 March 2017 at noon, with the award period starting the same day at 2 PM. The procurement method employed is an open procedure, and the delivery location is specified as Edinburgh, Scotland, United Kingdom.

This tender presents an excellent opportunity for businesses involved in advanced manufacturing, particularly those with experience in producing specialised chambers suitable for research applications. Companies that can demonstrate a minimum turnover of £2 million and have relevant accreditation in quality management, health and safety standards, and experience in similar projects would be particularly well-suited to compete in this procurement process. Additionally, businesses that have capabilities in developing technologies for transient fuel spray research and optical diagnostics for transportation engines may find significant potential in collaborating with the University of Edinburgh on this innovative project.

Lot Information

Lot 1

This procurement is for a high pressure and temperature chamber for research on sprays. The chamber will have generous optical access for the application of passive and laser-based optical diagnostics. Our plans are to apply techniques such as passive luminescence imaging, shadowgraphy, elastic scattering, ballistic imaging, phase Doppler interferometry, and planar laser imaging (fluorescence, PIV, laser induced incandescence etc.). Most often the chamber will be used for transient fuel spray research associated with transportation engines, but it can and will be used for other studies as well. This procurement is not divided into Lots due the need to coordinate the manufacture of the chamber with one supplier.. Economic operators may be excluded from this competition if there are any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015

Renewal: The contract period is initially for 18 months to cover the manufacture of the chamber with the option to extend for 4 years to cover warranty.
