Glasgow City Council invites tender bids for the Provision of Services for Meter Operator & Data Aggregation and Data Collection for the use by Glasgow City Council. Glasgow City Council is seeking to consolidate the supply of Meter Operator Services, to improve upon the quality of Data Collection and Aggregation Services across the council family portfolio

Electric - Non Half Hourly Meters & AMR
To include provision for: Non Half Hourly Meters (NHH) Non Half Hourly Meters with AMR Fitted (NHH AMR) Services to Include: Adoption of Existing Assets in situ at Glasgow City Council premises from existing providers Leasing of new & additional meters as required Installation of meters and / or AMRs as required Identification of sites which will benefit from install of AMR Maintenance and repair of meters and AMRs. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015
Renewal: Up to a further period of 12 months
Gas Meters & AMR'sTo include provision for: Half Hourly Meters (HH) Non Half Hourly Meters (NHH) Non Half Hourly Meters with AMR Fitted (NHH AMR) Chatterboxes Services to Include: Adoption of Existing Assets in situ at Glasgow City Council premises from existing providers Leasing of new & additional meters as required Installation of meters Maintenance and repair of meters, including chatterboxes, and associated batteries, fitted to Gas Meters - Fully inclusive service package covering all repairs to meters and communication devices Where meters or Chatterboxes cannot be repaired they should be replaced. This, including maintenance and battery equipment, will be the responsibility of the appointed provider Callout to GCC sites for repairs must be attended within 7 days.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015
Renewal: Up to a further period of 12 months
Data Collection, Verification, Aggregation and transferSuppliers should manage interval data & register reads daily dial in accordance with BSCP 502 / 503 Data Collected should be verified prior to forwarding to suppliers Data should be made available to the appointed third party Energy Management Software provider HH and NHH AMR data should be available at a delay of day + 1. Manual meter readings should be taken every six months as a minimum for the purposes of verification NHH meters without AMRs fitted should receive manual meter readings on a quarterly basis as a minimum.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015
