The Scottish Government believe that a short term, limited support service for Public Social Partnerships (PSPs) is an appropriate interim solution. This will support those PSPs who are just emerging or at a critical phase and maintain momentum in this important area of public service reform and delivery. The current provider, with it's established stakeholder relationships, wide-ranging experience and acknowledged expertise is the most appropriate supplier to carry out this work.
Procurement Information
The Third Sector Unit has supported six strategic Public Social Partnerships financially over the last 5 years, and has also funded practical support for these strategic PSPs and the significant number of other PSPs now being taken forward across Scotland as one element of the Developing Markets contract delivered by Ready for Business. Over this time, Ready for Business has developed considerable expertise in how to set up and run PSPs and are the acknowledged experts in this area. We are in the process of commissioning an evaluation of the PSP model (out to tender just now) and of the support provided under the Developing Markets contract which will report in the autumn. This evaluation will inform our consideration of our future approach to PSPs, which will also take account of changes in the procurement landscape over the last five years and the emergence of alternative models for the design and delivery of public services, the focus on social enterprise in public markets set out in Scotland's Social Enterprise Strategy: 2016-2026 published in December 2016, and consider how the third sector is involved in commissioning and procurement across policy areas for example in health and social care integration and newly devolved employability services. Once this evaluation is complete we will be in a position to consider and redesign what services may be needed to support innovative commissioning models and the involvement of the third sector/social enterprise in procurement, as well as our long term approach to the PSP model.
