The Scottish Government requires a Service Provider to provide a national system of online standardised assessments of children's progress in literacy and numeracy in Scotland for Gaelic Medium Education (GME). The Assessments will comprise part of a wider programme which is implementing a "National Improvement Framework for Scottish Education". The Service Provider's role within the project will be to design and deliver a set of Gaelic Medium Assessments which will: report progress in skills for reading, writing and numeracy; assess pupils in primaries 1, 4, 7 and secondary 3; provide individual, diagnostic reports on each pupil's progress which will supply information to identify strengths and individual learning needs; be online (but with provision for alternative formats if necessary); be adaptive (become easier or more difficult dependent of the answer of the pupil); be suitable for the Scottish school education system and aligned with Curriculum for Excellence and be inclusive (will be equitable and allow all pupils to be fairly assessed, no matter their background, experience, additional support needs or level of ability). The Service Provider will be required to work closely with the Scottish Government and Education Scotland throughout the development of the assessments, in particular to ensure their alignment with Curriculum for Excellence and the approach to immersion learning through the Gaelic medium. The contract is for a period of 3 years with an optional extension period of 2 years (1 year plus 1 year) at the sole discretion of the Scottish Ministers. Lotting: It is not suitable to lot this contract opportunity on a geographical nor commodity-specific basis due to the nature of the requirement.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Renewal: Optional extension period of up to 24 Months exercisable at the sole discretion of the Scottish Ministers.
