Summary of the contracting process

The City of Edinburgh Council, along with partner authorities including West Lothian Council, Fife Council, Scottish Borders Council, and Midlothian Council, is initiating a planned procurement process for an "Open Framework Agreement for Learning and Development." This project, falling under the services category and valued at £10 million, aims to establish a flexible framework for procuring externally-provided training services across the Scottish Borders, the Lothians, and Fife. The framework will be open for four years and will enable mini-competitions for training courses specifically in response to the needs of participating councils. Key dates include a future notice date set for 15 May 2017.

This tender presents a significant opportunity for businesses in the training and development sector, particularly those offering diversified training courses. Companies that specialise in learning services and have the capacity to meet the specific technical requirements for bid qualification will be well-positioned to compete. Additionally, since the framework allows for new providers to join during its duration, businesses that can demonstrate quality and competency may find a pathway to long-term partnerships with public authorities in the region.

The framework agreement will be described as an open framework agreement and additional providers will be able to join the framework agreement during its lifetime, providing they meet the evaluation criteria (qualification and quality). The framework agreement duration will be four years. The framework agreement will be lotted and the lots will correspond to the Council's skills categories.
