Summary of the contracting process

The University of Edinburgh is seeking a qualified provider for a Maintenance Agreement concerning a Solarix Mass Spectrometer and an UltrafleXtreme Mass Spectrometer, classified under the education industry category. The procurement method employed is a limited tendering process, specifically an award procedure without prior publication, justified by the complex technical requirements and the necessity for specific expertise. The contract was signed on 16th September 2016, and the award notice for this project was made available on 9th May 2017. The delivery addresses for services are located in the Edinburgh region of the UK.

This tender presents a significant opportunity for businesses specialising in high-level scientific equipment maintenance and support, particularly those with expertise in mass spectrometry technology and relationships with original equipment manufacturers (OEMs). Companies that can demonstrate familiarity with proprietary software and access to genuine replacement parts, particularly the OEM Bruker, would be well-placed to compete effectively for this maintenance contract. Engaging in such contracts could enhance business growth in providing specialised services within the educational and research sectors.

Procurement Information

A public tender is considered inappropriate due to the complex nature of the equipment involved, which consists of various different component parts from specialist control boards and software to high value high performance magnets and the required expertise needed to be familiar with any software or technical developments that may have taken place or be imminent, this is further compounded by the limitations of 3rd parties to access suitable tools to carry out this work. The OEM Bruker do not give access to their diagnostic software or sell replacement parts to third parties therefore it is felt that only the original equipment manufacturer is qualified and has access to the software & spares making them the only viable option to carry out this work to the required level.
