To undertake a survey of recipients of Zero Waste Scotland programme activity during the 2016-17 financial period, and analyse responses to determine impact of interventions.

Zero Waste Scotland is committed to evaluating the outcomes and impacts arising from our work. During our Business Plan period 2015 - 2018, this will include undertaking periodic impact assessments for the majority of our delivery work. This will be done through a mix of in-house activity, led by our Evaluation Team, and contracted work. Individual impact assessments will be conducted within a common approach, to maximise comparability across activities and across years. However, these will also contain tailored elements focussed on outcomes or areas of interest specific to particular activities. During summer 2016, Zero Waste Scotland commissioned a single-year impact assessment of beneficiaries supported by the Resource Efficient Scotland (RES) programme in 2015-2016, primarily private and third sector SMEs. This contract aims to commission a similar piece of work for delivery in 2017, for the beneficiaries of support during 2016-2017. The impact assessment will run between July 2017 and January 2018 and will broadly consist of: *) Review and de-duplication of datasets to identify target interviewees *) Impact assessment interviews for a representative sample of beneficiaries from 2016-17 *) Post-interview quality assurance and analysis to convert interview responses into programme-level impacts using Zero Waste Scotland standard metrics *) Delivery of a report summarising interview findings, plus appropriate quantitative analysis and qualitative feedback *) Delivery of datasets produced during fieldwork preparation, interviews, analysis and reporting The impact assessment will be split into the two broad types of interview and subsequent analysis, which are summarised below: *) Identified savings interview for in-depth support, using the identified savings dataset during a fieldwork interview to ascertain which measures have been taken, whether savings are as anticipated, and the extent to which our support is responsible. *) Impact assessment interview for light-touch support, using solely fieldwork interviews to ascertain if any resource efficiency measures have been taken as a result of support, quantifying the associated savings and the extent to which our activity is responsible. For support delivered in 2016-17 we anticipate to have approximately: *) 600 beneficiaries of "in depth" support - where a RES advisor has typically provided detailed and quantified recommendations to individual sites *) 1,500 beneficiaries of "light touch" support - for example, attendance at training sessions, use of web-based tools or receipt of limited telephone advice We anticipate the sample framework to consist of approx. 150 interviewees who received in depth support and 200 interviewees who received light touch support. A further project of comparable scope and scale to the work to be undertaken in 2017 is currently being developed, and it is proposed to include this as part of this contract, subject to satisfactory performance and continuation of funding. Zero Waste Scotland will confirm its intentions with regards to the second year option to the Contractor no later than 01 June 2018.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Renewal: Zero Waste Scotland also wishes to retain the option of extending the contract, in order to complete a project in 2018 that is likely to be comparable in scope and scale to the work undertaken in 2017. However, this extension would likely be contingent on the specification being within scope, and both parties agreeing to proceed following review of requirements.
