The Scottish Police Authority require twenty four (24) hours a day, three hundred and sixty five (365) days a year, breakdown roadside assistance, repair and recovery for all vehicles owned or operated by them. The Contractor must be able to provide the Service to all areas of the United Kingdom, including all islands within the United Kingdom.

It is the intention of the SPA that any contract awarded pursuant to this ITT will be awarded to one contractor. The SPA is not bound to accept the lowest or any Offer or Tender and reserves the right not to award any contract pursuant to the ITT and the procurement process of which it forms part. Subject to the requirements of the Public Contracts (Scotland) Regulations 2015 as amended, should the SPA approve the award of a contract, a formal written acceptance will be issued on its behalf to the successful Tenderer.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

        "reviewDetails": "The Scottish Police Authority will issue to all tenderers by electronic means a formal award decision notification. The notification will give reasons for the award decision and provide details of the standstill period during which period the Scottish Police Authority will refrain from awarding any Contract, which period shall not be less than ten clear days from the date of the issue of the notification. If proceedings are served on the Scottish Police Authority in relation to a Contract that has not yet been entered into, the procurement process will be automatically suspended. The Public Contracts (Scotland) Regulations 2015 provide for aggrieved parties to take action in the Sheriff Court or the Court of Session. Any proceedings brought under the Regulations (other than proceedings seeking an ineffectiveness order) must be brought within thirty days of the date on which the unsuccessful party knew, or ought to have known, that grounds for starting the proceedings had arisen unless the Court considers that there is a good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of three months from that date.
