Notice Description

The Scottish Government requires a supplier to provide independent technical advice and support to review, monitor implementation and progress of each project against the project programme and to verify eligible expenditure against key project milestones and to monitor project compliance with the terms and conditions of the grant funding letter. Specific objectives include, but are not limited to:- Attend site and project progress meetings as appropriate to review and monitor progress (construction, equipment etc..) - suppliers should note that tendered price will be inclusive of all proposed travel and subsistence costs as part of the tender response- Attend formal project checkpoint meetings to be co-ordinated by the LCITP Team - September 2017, January 2018 and June 2018 (a maximum of nine days - three days per checkpoint meeting), providing the necessary technical expertise and input at the checkpoint meetings- Overview of the installation, works and equipment to ensure that they are compliant with the project specification and meet all statutory engineering and technical requirements- Verify eligible project expenditure against key project milestones.- Prepare a standard monitoring reporting template to be used for monitoring all projects- Confirm that commissioning meets LCITP criteria and validate commissioning reports. This will be discussed in more detail with the successful supplier.- Advise projects on the principles of International Performance Measurement and Verification Protocol (IPMVP) to provide assurance that project carbon benefits are accurately measured and verified.
