                    "description": "Applicants must pass the minimum standards sections of the ESPD which is a Pass on each and every Pass/Fail question and a minimum mark of 2 out of 4 for each and every scored question. The applicants who achieve the minimum standards will be selected for tender stage on the basis of highest scores. A maximum of 5 applicants will be selected to tender stage, but the Association will use it's discretion if there are closely tied applicants. In the event there are closely tied applicants the maximum number of applicants selected for tender stage can be increased to 7. The scoring criteria for Part IV Section C of the ESPD (Scotland) weighted questions is set out below: 0- Unacceptable. Nil or adequate response. Fails to demonstrate previous experience /capacity/capability relevant to this criterion. 1- Poor. Response is partially relevant but generally poor. The response shows some elements of relevance to the criterion but contains insufficient/limited detail or explanation to demonstrate previous relevant experience/capacity/capability. 2- Acceptable. Response is relevant and acceptable. The response demonstrates broad previous experience, knowledge and skills/capacity/capability but may lack in some aspects of similarity e.g. previous experience, knowledge or skills may not be of a similar nature. 3- Good. Response is relevant and good. The response is sufficiently detailed to demonstrate a good amount of experience, knowledge or skills/capacity/capability relevant to providing similar works to similar clients. 4- Excellent. Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates thorough experience, knowledge or skills/capacity/capability relevant to providing similar services to similar clients. The score given to the answers to the questions at Section III.1.3 of the Contract Notice will have the following weighting. Please see Part IV Section C of the ESPD(Scotland) 4C.1- 50%, 4C.2- 20%, 4C.4- 10%, 4C.6- 2%, 4C.6.1-8%, 4C.8.1- 5% 4C.8.2-5%. The examples need to demonstrate the bidder's relevant experience delivering similar works within occupied properties and communal areas. Please refer to the 'Project Brief' attached to this notice for further information. Please complete the table in the ESPD (question 4.C.1) with a brief description of the project, value, dates and the client. In addition to this bidders are required to provide a further full response on a separate document. The response must be clearly marked with the question number to which it relates (4.C.1), the bidder's name and be limited to 2 sides of A4 page per project, using Arial Font Size 11. The full response to include the project name, description of the project, Client Name, contact details, including phone number and email, contract sum, start and completion dates. The response should also include the bidder's specific role in the project. Please refer to the 'ESPD Instruction to Bidders' document for further information regarding the project description and what bidders should include in the response to question 4.C.1. 4C.2-Bidders will be required to confirm details of the technicians or technical bodies who they call upon, especially those responsible for quality control. This involves providing details of their workforce, skills, qualifications and experience and their procedure for ensuring quality control along with any external organisations that the company uses to measure quality control. 4C.4-Bidders will be required to confirm that they have (or have access to) the relevant supply chain management and tracking systems used by them to deliver this project. Bidders will be required to provide details of how they appoint, manage and monitor subcontractors and suppliers. 4C.6-Bidders will be required to confirm that they have the following relevant educational and professional qualifications: The organisation must be a member of SELECT or equivalent, CHAS or equivalent and have the necessary skills and experience to successfully complete the contract. Staff within the organisation must also hold the necessary qualifications to enable them to carry out their duties. Bidders will be required to provide details of their support, supervisory staff professional qualifications, experience and suitability to successfully carry out the work. As a minimum it will be expected that the contract supervisor has SSSTS or equivalent training in the sector.
