At current levels, SRUC carries out circa 200,000 tests per annum, primarily at its Central Analytical Laboratory located at the Bush Estate, Penicuik, EH26 0PH. ITT Bids will be scored on a Most Economically Advantageous Tender (MEAT) basis using a Price: Quality ratio of 50:50.

We employ over 25 vets who have the backing of around 100 scientific and support staff. Operating to ISO17025, we provide a practical approach coupled with strong scientific knowledge. Our services are delivered through a network of eight Disease Surveillance Centres located across Scotland. Under this contract the Contractor is required to provide and deliver SRUC's requirement for Johne's Elisa Test Kits. At current levels, SRUC carries out circa 200,000 tests per annum, primarily at its Central Analytical Laboratory located at the Bush Estate, Penicuik, EH26 0PH. SAC Consulting Veterinary Services has a clear responsibility to its stakeholders, including commercial and non-commercial clients, Cattle Health Certification Standards (UK), and the United Kingdom Accreditation Service to select test kits that best support stakeholder's interests. SRUC's Johne's Elisa Testing has been fully accredited under ISO17025 since 2000. While commercial test kits are fully validated by the manufacturer, as part of its UKAS ISO 17025 accreditation, SRUC conducts its own stringent fitness for purpose checks. These are carried out prior to ordering kits for the testing season (which runs from November to May) and provision of kits for this purpose will be a requirement of this contract. Once these checks have been completed and performance is deemed fit for purpose, SRUC would then expect that a specific batch of kits will be available for a full testing season, i.e. the supplied kits will always be from the same batch and there will be no change in batch during the testing season. SRUC would also expect expert technical support would be available should any issue with kit performance be identified. In addition to completing the Invitation to Tender Document, suppliers must complete the European Single Procurement Document(ESPD) including the provision of information relating to Economic and Financial Standing(see ESPD Part IV B), and Quality Assurance Schemes and Environmental Management Standards (see ESPD Part IV C). Further suppliers must disclose: 1. Whether they can provide a certificate regarding the payment of social security contributions and taxes (ESPD 2A16.5); 2. Whether they will rely on the capacities of other entities to complete the contract (ESPD 2C); 3. Whether they will use sub-contractors to complete the contract (ESPD 2D); 4. Whether they are enrolled in a relevant professional or trade register (ESPD IV A); 5. Details of their last three financial years turnover (ESPD IV B); 6. Calculate the prescribed financial ratio and confirm they hold the prescribed levels of insurance (ESPD IV B3 & ESPD IV B4); 7. Provide details of the quality assurance schemes and environmental standards to which they operate (ESPD IV D). In addition, the winning supplier will be subject to a financial credit risk check.

Renewal: It is anticipated that this requirement will be subject to renewal by open, competitive tender. An invitation to tender notice will be issued no earlier than six months before the end of any contract.
