Notice Title

NCA30711 - Research Analytics Tool

Notice Description

The University of Edinburgh required a tool which specifically researched data to enable institutions to assess their researched performance from a variety of perspectives in order to establish, execute and evaluate strategies based on reliable evidence.

Lot Information

Lot 1

The University of Edinburgh required a supplier to deliver against its comprehensive need of a large research-intensive institution, therefore the route for NCA was followed due to the limitation within the market. Elsevier BV is the sole producer of the SciVal database which is a research analytics tool and enables institutions to assess their research performance from a variety of perspectives, this is what the University of Edinburgh requires.

Procurement Information

Under Regulation Reg 33 (1) (a) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Where no tenders, no suitable tenders, no requests to participate or no suitable requests to participate have been submitted for a previous Open or Restricted tender exercise, provided that the initial conditions of the contract are not substantially altered. A tender shall be considered not to be suitable where it is irrelevant to the contract, being manifestly incapable, without substantial changes, of meeting the University's needs and requirements as specified in the procurement documents. A request to participate shall be considered not to be suitable where the bidder has been or would have been excluded or where it does not meet the selection criteria.
