Notice Description

This D&B contract has been awarded for works for the Orkney Research and Innovation Campus (ORIC) including demolition, refurbishment and new construction at the site of the old Stromness Academy and Primary School. The contractor is required to appoint their own design team to complete any post contract design necessary to enable the development to proceed. They are responsible for the management of their sub-contractors to ensure that the project is delivered on time and to budget and to perform the duties of Principal Contractor and Principal Designer under CDM 2015 Regulations.

It should be noted that this is a "live" site and the Academy is already home to the European Marine Energy Centre, Heriot Watt University's International Centre for Island Technology, environmental consultants Aquatera and number of other businesses as well as being in close proximity to a number of residential houses. The NEC3 ECC Option A contract includes for sectional completion. The total value of the contract is estimated to be between GBP5 000 000 and GBP5 500 000 excluding VAT. Highlands and Islands Enterprise (HIE) and Orkney Islands Council (OIC) plan to form a Joint Venture vehicle (the "JV") through which both parties will provide funding and other support for the ORIC. It is the intention that a Project Bank Account (PBA) will be used for payment of the Contractor and their supply chain. The account shall satisfy the minimum requirements of a PBA defined at Annex F of "Implementing Project Bank Accounts in Construction Projects". http://www.gov.scot/Resource/0051/00512149.pdf In addition the PBA shall satisfy the minimum requirements for an effectively constituted Trust under Scots law.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Options: HIE may require the supplier to provide additional services. Any such modification shall be in terms of Regulation 72 of the Public Contracts (Scotland) Regulations 2015.
