ng homes: Framework Agreement for Pitched and Flat Roof Replacements 2017 - 2020
Notice Description
ng homes intends to enter into a Framework Agreement with between one and four contractors to deliver roof replacement works to both pitched and flat roofs across all of their stock. The stock is predominantly of pitched roof construction, however the Association also own fourteen multi story blocks and some low rise flat roof properties. As contractors who are carrying out the flat roof covering works must be on the Sika Approved Contractor's List, these works may be sub-contracted.
Lot Information
Lot 1
The work comprises the complete replacement of both pitched and flat roof coverings including any associated builderswork required to various properties within the Association's stock. For each contract let under the Framework, the contractors will be expected to measure the roofing works and submit all measurements priced out in accordance with their schedule of rates prices. Works may be subject to re-measurement by the Client's representative and the re-measured quantities will take the place of the quantities submitted by the Contractor. The Contractor will be invited to be present during re-measurement works. Further information on the contract requirements is contained within the Invitation to Tender document which has been downloaded to the Portal.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
Renewal: Option to extend the framework for a further one year.

"minimum": "In response to Question 4C.1: Bidders will be required to provide two examples of pitched roof replacement contracts were they have been the Main Contractor and two examples of flat roof replacements using a Sika product such as Decathane. The example contracts should demonstrate the contractor's ability to perform contracts of the scope, size and nature similar to the Works as described in part II.2.4 of this Contract Notice and the information provided in the Invitation to Tender documents. The example contracts must have been worked on in the last five years and must be complete on site and the Bidder must be able to provide evidence of this. In response to 4C.4: Bidders will be required to confirm that they have (or have access to) the relevant supply chain management and tracking systems used by them to deliver the types of requirements detailed in this Contract Notice and the draft tender documents attached. In response to 4C.6.1: Bidders will be required to confirm that all supervisors must be trade qualified to NVQ/SVQ level 3 or equivalent and have supervisory qualifications such as SSSTS or equivalent. All supervisors and operatives engaged in site works must have current UKATA asbestos awareness training. In response to 4C.9 Bidders will be required to demonstrate that they have (or have access to) the relevant tools, plant or technical equipment to deliver the types of requirements detailed in II.2.4 of this Site Notice and the ITT documents provided with the Notice. In response to 4C.10: Bidders will be required to outline what portions of the works they are likely to sub contract. In response to 4D.1 (1.1 and 1.2): Quality Assurance Schemes and Environmental Management Standards - The bidder must hold a UKAS(or equivalent)accredited independent third party certificate of compliance in accordance with BS EN ISO9001(or equivalent), AND the bidder must hold a UKAS(or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001(or equivalent)or have, within the last 12 months, successfully met the assessment requirements of a construction related scheme in registered membership of the Safety Schemes in Procurement (SSIP)forum. If no certification is available specify which other means of proof concerning the quality assurance schemes can be provided. 4D.2 (2.1 and 2.2): The bidder must hold a UKAS (or equivalent)accredited independent third party certificate of compliance with BS EN ISO 14001(or equivalent)or a valid EMAS(or equivalent)certificate. If no certification is available specify which other means of proof concerning the environmental management systems or standards can be provided. If the Bidder cannot fulfill all of the above requirements they should not complete the ESPD or ITT documentation. Unsatisfactory responses to Section D will result in a failure score."
