AWARD Notice for the University of Edinburgh appointing a Design & Build Main Contractor on a single stage design and build contract form to deliver the first of six contracts of the KB Infrastructure project.

Award Notice for This first contract focusses on the utilities infrastructure within the central zone of the Campus and the replacement of the switchgear in 4 sub-stations. It also includes HV and LV cable replacement and various LV panels complete with future generator connections to significantly reduce the risk of the power outages and supporting future resilience. The main elements of this first contract are: - Replacement of the out-dated High Voltage (HV) and Low Voltage (LV) switch-gear in sub-stations A, B, C and D. - Replacement of HV electric cable between sub-station A and B. - Extension of the King's Buildings (KB) Energy Centre to accommodate an additional boiler and associated plant to provide additional site heating capacity. - Upgrade and diversion of district heating pipes, sewer lines, data/communication cables and gas and water pipework. This first contract will have wide reaching disruption on the experience of Campus users day to day therefore it is essential that the impact is minimised as much as possible. The electrical works will affect every building on the Campus, power/heating shut downs will need to be coordinated with building users and logistical organisation of the works will need to be carefully managed. Scope of Appointment A large proportion of the existing King's Buildings campus infrastructure dates back to the time that the Joseph Black Building was opened in 1922 and over the period since then the campus has grown and evolved in an ad-hoc manner to serve in excess of 30 major buildings. This initial contract focuses on attending to the legacy infrastructure in the area between Union Square (gate 2 access) and Colin MacLaurin Road (gate 3 access), upgrading the infrastructure whilst clearing the Nucleus site of underground utilities. The main elements of this first contract are the replacement of :- -Outdated switchgear in sub-stations A, B, C and D -High Voltage electric cable between sub-station A and B -To disconnect and remove existing feeder pillars serving various buildings -LV switchgear in various buildings as part of the enabling works -Scottish Power network cabling diversions and decommissioning -The Physical extension of the KB Energy Centre, to accommodate a proposed additional boiler and associated plant to provide additional site boiler capacity. -Upgrade and diversion of district heating pipes -Sections of sewer lines have defects that are affecting performance, sections are under new build footprints and there is also a requirement to relieve pressure on the external sewer by diverting storm drainage to attenuation and diverting foul sewer to different outfalls. -Data/communication cables to be diverted to clear the Nucleus site. -Gas - decommissioning and diversion to be diverted to clear the Nucleus site. -Water pipework - to be upgraded and diverted to clear the Nucleus site. The investment priorities for infrastructure are informed by risk management, business continuity, long term sustainability and required essential resilience, summarised as the following: Maintain safety, integrity and performance of the campus infrastructure whilst ensuring long-term sustainability and support the proposed Masterplan and business continuity. Planned interventions prior to potential asset failure, when asset performance and reliability fall below an acceptable operational limits and cannot be restored without an unacceptable business risks, financial risk and / or system risk exposure. Reduce the risk of service interruptions associated with infrastructure failures, through interventions targeted on assets at or approaching of critical condition. Target investment based on an assessment of impact and consequences of failure, customer sensitivity to supply disturbances, asset performance and environmental considerations.. Economic operators may be excluded from this competition if there are any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015
