OD Support for Regional and National Groups
Notice Description
This is advanced notice that NHS Education for Scotland (NES) intends to issue an Invitation to Tender for inclusion within a framework agreement for organisational development (OD) support to regional and national leadership groups leading implementation of the Scottish Government's Health & Social Care Delivery Plan. This is expected to be operational for an initial period of 18 months from January 2018 to enable the timeous and cost-effective commissioning of additional expert OD support at local and national level.

OD Support for Regional and National Groups
Given the potential scope and scale of these support requirements, it is anticipated that the Framework Agreement will be broken down in to lots, to enable a suitable range of providers to submit bids. The specific dimensions for this will be confirmed in the Invitation to Tender.
OD Support for Regional and National GroupsAs the national Board for education, training and workforce development, NES has a lead role in the provision of expert Leadership and OD support for health and care in Scotland. In establishing a Framework Agreement for these services, NES is acting with and on behalf of the regional and national Implementation Lead Chief Executives appointed by Scottish Government to progress planning and delivery of local and national health and care services required by the Plan, and their nominated OD / Workforce Development leads. An initial commission by NES on behalf of these groups is underway, to support the development of collective systems leadership. This has focussed predominantly on the senior teams for each of three regions and a single grouping of eight national Boards as they work to develop their first joint Local Delivery Plans for 2018/19. Beyond this, it is anticipated that support will be required for a range of leadership groups, including: * Chief Executives. * Regional Delivery Boards. * National Board Collaborative * Groups at regional level forming to link into the regional board (e.g. Directors of Planning, HR Directors). * Other functional groups starting to form across the regions (e.g. Public Health, Pharmacy, Facilities). * Clinical services as they start to progress regionally (e.g. cancer, radiology). Many of the above are likely to need to involve partners out with Health (e.g. Integrated Joint Board Chief Officers, Local Authority Chief Executives, Social Care Managers) The kinds of development support that will be required are expected to include: * Achieving transformational rather than transactional change * Systems thinking and effective cross boundary working * Collaboration, influencing and relational communications * Dealing with complex relationship dynamics * Developing shared approaches to risk and governance. * Team coaching and other team development interventions. * Building and sustaining change momentum within a complex environment Potential suppliers will need to be committed to working in partnership with local and national OD, L&D and QI practitioners, as agreed with those commissioning specific pieces of work under the Framework Agreement. They will also need to view their contribution of developmental as well as facilitative. This is to support the development of relevant capability and capacity, and ensure assignments benefit from appropriate local expertise
