Zero Waste Scotland wishes to engage with Scottish SMEs who produce, use and / or handle significant quantities of packaging in order to: 1) Gain further insight into the packaging marketplace and the use of packaging in Scotland; 2) Identify opportunities for reducing and preventing packaging waste; 3) Improve implementation of progressive solutions; and 4) Identify and promote examples of good practice and innovation for sector-wide replication. Please note: previous work at both a Scottish and a UK level has focussed intensively on food and drink packaging, and although not excluded from this project, we would not expect companies in these sectors to be the primary focus for this contract.

Lot 1
Zero Waste Scotland requires a contractor to identify opportunities for reducing and preventing packaging waste generated by SMEs in Scotland, and to support a selected number of companies and / or projects through to full implementation of an identified solution. The target audience for these activities will be SME businesses in Scotland - including micro-SMEs - across a wide variety of sectors who produce, use and / or handle packaging, being Scottish businesses. It is anticipated that this project will be delivered in two phases, as follows: Phase 1 - Mapping and Identification of Opportunities - the contractor will undertake a mapping exercise to identify and characterise those SMEs who produce, use and / or handle significant quantities of packaging in Scotland. This exercise should cover the full supply chain, from producers through to end users. The contractor will use the intelligence gathered from this mapping exercise, alongside their knowledge and experience of the relevant sectors, to identify a minimum of 10 SMEs for the purpose of undertaking onsite process mapping and / or monitoring and measurement of packaging flows. The contractor should also identify where any of the SMEs in receipt of a site visit would benefit from extended support to implement some of the more technical recommendations made in the summary report. This may be as an individual SME, or a cluster depending on geographic spread. For each opportunity identified, the contractor should prepare an implementation proposal that outlines an approach they consider will best achieve the required outcomes of waste minimisation and improving recycling rates. Phase 2 - Supported Implementation of Selected Opportunities - For each agreed implementation proposal, the contractor will prepare a Gantt chart providing details of key tasks, activities, deadlines and milestones. This should include details of where the supported SME or SME group will have a specific requirement or involvement, and similarly for Zero Waste Scotland. These requirements should be communicated to each group as necessary. The contractor will use the findings from the support work to produce a series of succinct and user-friendly guidance documents that are designed to encourage and enable other businesses to take similar action themselves, without external support. The guidance documents should include clear diagrams, images and in situ photographs as appropriate to support key messages.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
