Notice Description

The successful Candidate will be responsible for the conversion of HW/ heating systems 93 flats/ houses, removing their hot water/ heating supply from a communal hot water/ heating system and installing gas boilers and all associated works/ alterations to provide fully functioning gas fired hot water & heating systems in individual flats/ houses at Waverley Phases 4&5, Drumchapel, Glasgow G15. Works programming is dependent on SGN/ British Gas, who are responsible for gas infrastructure [mains] and meter installations to the properties which are programmed to commence on 25/09/17 and are required to be completed on an individual flat/ house basis prior to hot water/ heating system conversion from the existing communal system. The tender will comprise the Capability Document [based on ESPD format], your quality score for the TQQ; and the Contract Sum stated on the Form of Tender. The submitted Capability Document Submission will be assessed as a pass or fail to identify contractors who pass the thresholds, only for those contractors who pass- The criteria for scoring will be to reach a total percentage score as follows: Price (tender)- deducting 1% from 100 for every percentage point each tender is in excess of the lowest tender, prior to weighting. Quality- out of 100 for your TQQ submission, ranked in relation to the other candidates. The candidates will be scored relative to each other (best answer scoring highest), based on the Employer's individual aspirations/ requirements and the information provided by the candidate(s). The candidate should also note that scoring guidance generally will be as follows- Nil or inadequate response. Fails to demonstrate previous relevant experience/ capacity/ capability. Score 0%. Response is partially relevant but generally poor. The response shows some elements of relevance to the criterion but contains insufficient/limited detail or explanation to demonstrate previous relevant experience/ capacity/capability. Score max 25%. Response is relevant and acceptable. The response demonstrates broad previous experience, knowledge and skills/capacity/capability but may lack in some aspects of similarity e.g. previous experience, knowledge or skills may not be of a similar nature. Score max 50%. Response is relevant and good. The response is sufficiently detailed to demonstrate a good amount of experience, knowledge or skills/capacity/capability relevant to providing similar services to similar clients. Score max 75%. Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates thorough experience, knowledge or skills/capacity/capability relevant to providing similar services to similar clients. Score max 100%. Price/ Quality percentage scores will be evaluated on a 40% tender price/ 60% tender quality basis to determine the total score and the preferred candidate contractor. The highest scoring candidate may be recommended for acceptance as the preferred contractor.. Should there be any doubt as to the description of any portion of the tender documents, or any other relevant matter, tendering Contractors must give particulars of such doubt in writing by e-mail as soon as practicable in order that they may be considered prior acceptance of any tender, using the PCS Q&A facility.
