As part of the Scottish Attainment Challenge, North Lanarkshire Council aims to develop closer working partnerships with South Lanarkshire Council, supporting comparative schools on either side of the local authority boundary to establish strong professional relationships and use data to provide robust support and challenge in relation to closing the poverty-related attainment gap.

Lot 1
To demonstrate compliance with the Council's minimum requirements, the Council seeks Service Providers who have extensive expertise in using theory-driven, applied research to help close the poverty-related attainment gap. Potential providers will have extensive knowledge of local, national and international research relating to educational equity and systems change in education. Potential providers will have an up-to-date, accurate understanding of the current fast-changing Scottish context, particularly relating to the recently-published Governance Review, and the capacity to draw on learning from a variety of pertinent practice in other local authorities. . The nature of this project requires the service provider to have sufficient personnel with expertise in the area of closing the poverty-related attainment gap to provide sustained direct support to schools during the course of the programme. The Service Provider will have clear outcome measures for the work and robust systems for measuring the impact of their input. . Key deliverable include to provide a brief monthly update in writing to the local authority Attainment Challenge Lead Officer as to the progress and impact of the work. In addition to this, the outcomes of the project will be summarised in a comprehensive written report once direct input with schools has concluded. . Contexts in which the input/support has to be implemented: 1. Intensive support in 'two family groups' (i.e. two 'families' of six schools, made up of both North and South Lanarkshire establishments). This gives a total of twelve schools. 2. Monthly input, based on the intensive work with two family groups, to 35 'focus' schools. This input will be delivered, along with NLC personnel, via monthly 'gathering points' for the 35 schools. . The qualified professionals working for the service provider on the proposed contract will need to be registered with the Protection of Vulnerable Groups (PVG) Scheme. . Subject to funding (Scottish Attainment Fund), we would anticipate the project will commence in October 2017 and run until June 2018. Maximum budget would be 120,000 GBP.. NOTE FOR BIDDER ON EXCLUSION GROUNDS: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
