The contract will be assessed in two stages. Stage 1 is the 'Award Criteria' and only the Contractor with the Most Economically Advantageous Tender from this phase will be taken forward into Stage 2, the 'Selection' stage. Should that Contractor fail Stage 2, the second placed Contractor from Stage 1 will be taken forward to Stage 2, and so on until a Contractor which fully satisfies both Stages is found.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
