    "description": "Award against framework: Liftshare provides a web-based ride share service that allows SEStran and its eight Local Authorities to promote car sharing across the SEStran Region. The scheme hosts an online database that links car share members from across all Liftshare schemes in the Region. In addition to the individual Local Authority sites, each Local Authority has its own individual scheme (and separate monitoring facilities) exclusively for their area. Through the monitoring system provided by Liftshare, SEStran is able to understand where these trips are generated and what destinations members are travelling to. This information provides SEStran with an insight into all car share activity within the Region's larger organisations and employers. Data held under the SEStran Tripshare site is centrally received from a number of Liftshare UK sources, including a combination of Public and Private Sector Organisations. As a result, SEStran is able to successfully monitor car sharing activity with the SEStran Region across both the Public and Private sector. Tripshare SEStran private groups feed directly into one centrally accessible information management system. If SEStran were to appoint another provider for the ride share system, its own membership and data from other regional stakeholders would be lost. A substantial number of trip options would be lost to users and the existing data and insights would no longer be available, and SEStran would have access to data on all sub groups as part of a Regional Scheme. In terms of the Procurement Reform (Scotland) Act 2016, this would fall under a Regulated Contract. The Procurement (Scotland) Regulations 2016 defines the circumstances in which a direct award can be justified for a Regulated Contract, the procurement of a Ride Share provider would fall under 6. (b) (ii); i.e. competition is absent for technical reasons. (SC Ref:513418)",
