Notice Description

The Scottish Government has announced its plans to design and construct a new prison to replace the existing prison at Inverness. The new prison will be known as HMP Highland and will serve the courts in the Highlands, Islands and Moray. A site has been identified near the Inverness Retail and Business Park situated off the A96 trunk road and a feasibility design has been agreed and Planning Permission in Principle submitted (reference 17/02529/PIP). The prison is to accommodate 200 cells and shall include the full range of prison buildings including kitchen, laundry, links and education, prisoner regimes and vocational training, recreation facilities, visits, staff and administration. The SPS has commenced this procurement process in good faith and with the intention of awarding a contract; however contract award is subject to planning permission being granted on terms which are acceptable to the SPS and on funding being granted by the Scottish Ministers for the project.

The procurement will follow the Restricted procedure: - Following publication of the Contract Notice, a European Single Procurement Document (ESPD) will be published by SPS and will be made available to bidders. - Following the evaluation of the ESPD, shortlisted bidders will be provided with an Invitation to Tender (ITT). Tender responses will then be evaluated by the SPS. It is envisaged that this will be a two-stage Design and Build contract - although this may be subject to change. SPS is an agency of the Scottish Government and will utilise a Project Bank Account during the project in accordance with SPPN 10/2016. HMP Highland will be required to be delivered as a Level 2 BIM project. The Contract will include Community Benefits requirements.
