                "description": "The Framework is to be let for a period of four years. The Client Specification for the upgrading of bathrooms to be carried out under the Framework Agreement are included elsewhere within this Invitation to Tender Document. Please note it is Horizon Housing Association Ltd.'s intention that the use of subcontractors is minimised in the provision of these Works. The Contractor must be able to supply directly employed labour for as much of the works as possible. The works comprise removal of existing bathroom sanitary ware and wall finishes and making good all wall surfaces. Provision of new sanitary ware, electric or thermostatic shower, wall boarding, fan and replacement of light fitting. Where approved by CA flooring to be carried out. All in accordance with the Client Specification included elsewhere within this document. The Contractor will be required to conduct full surveys prior to commencement of works in conjunction with the Client and/or the Employer's Agent to facilitate the preparation of an installation plan which will identify all works associated with the installation. Each installation plan must be prepared at the time of the march-in survey and a copy provided to the tenant for signature. A further copy is to be provided thereafter to Horizon Housing Association Ltd. No works shall commence in any property prior to Horizon Housing Association Ltd. being in receipt of a signed and dated copy of the relevant installation plan (including tenants signature). Upon completion of all work in each property the Contractor shall provide the Association with all relevant Completion and Commissioning Certification for that property within three working days.",

Minimum level(s) of standards required: In response to Question 4C.1 bidders will be required to provide 4 examples of contracts which demonstrate the contractor's ability to perform contracts of the scope, size and nature similar to the Works as described in part II.2.4 of this Contract Notice. The example contracts must have been worked on in the last five years and demonstrate the relevant experience to deliver the works. The example projects must therefore be within a housing environment and must be carried out by directly employed operatives. At least two of the example contracts must be completed on site and the other two at least 50% complete on site and the Bidder must be able to provide evidence of this. In response to 4C.4: Bidders will be required to confirm that they have (or have access to) the relevant supply chain management and tracking systems used by them to deliver the types of requirements detailed in this Contract Notice and the draft tender documents attached. In response to 4C.6: Bidders will be required to confirm that they have the following relevant educational and professional qualifications: They are members of NICEIC or SELECT. In response to 4C.6.1: Bidders will be required to confirm that all supervisors must be trade qualified to NVQ/SVQ level 3 or equivalent and have supervisory qualifications such as SSSTS. All supervisors and operatives engaged in site works must have current UKATA asbestos awareness training. In response to 4C.9 Bidders will be required to demonstrate that they have (or have access to) the relevant tools, plant or technical equipment to deliver the types of requirements detailed in II.2.4 of this Site Notice and in the draft ITT documents provided with the Notice. In response to 4C.10: Bidders will be required to confirm they will not sub contract the works. In response to 4D.1 (1.1 and 1.2): Quality Assurance Schemes and Environmental Management Standards - The bidder must hold a UKAS(or equivalent)accredited independent third party certificate of compliance in accordance with BS EN ISO9001(or equivalent), AND the bidder must hold a UKAS(or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001(or equivalent)or have, within the last 12 months, successfully met the assessment requirements of a construction related scheme in registered membership of the Safety Schemes in Procurement (SSIP)forum. If no certification is available specify which other means of proof concerning the quality assurance schemes can be provided. 4D.2 (2.1 and 2.2): The bidder must hold a UKAS (or equivalent)accredited independent third party certificate of compliance with BS EN ISO 14001(or equivalent)or a valid EMAS(or equivalent)certificate. If no certification is available specify which other means of proof concerning the environmental management systems or standards can be provided. If the Bidder cannot fulfill all of the above requirements they should not complete the ESPD or ITT documentation. Unsatisfactory responses to Section D will result in a failure score."
