NHS Scotland will transform its business systems using modern digital delivery, in order to encourage automation, self-service and collaboration, provide better access to a single source of data and analytics, improve user experience and reduce time spent on administration, freeing-up staff to focus on value-adding activities. To achieve this vision, it is proposed that a core suite of software as a service products (SaaS) are procured and implemented that cover HR, payroll and finance. These products will be procured as a suite because it is essential that they are fully interfaced with single points of data entry and single points of truth. This PIN has been placed to gather market intelligence in this area.

NHS Scotland will transform its business systems using modern digital delivery, in order to encourage automation, self-service and collaboration, provide better access to a single source of data and analytics, improve user experience and reduce time spent on administration, freeing-up staff to focus on value-adding activities. To achieve this vision, it is proposed that a core suite of software as a service products (SaaS) are procured and implemented that cover HR, payroll and finance. These products will be procured as a suite because it is essential that they are fully interfaced with single points of data entry and single points of truth. The vision is to use SaaS products, accessed through a vendor's cloud, in order to benefit from continuous improvements and upgrades as well as enabling products and data to be accessible to whoever has authorisation, regardless of the sector in which they work, or the nature of their employer. This opens the potential for data to be shared far more easily across organisational boundaries. It is proposed that the core suite of SaaS products will be configured collectively; based on standard, best in breed business processes; in a way that will improve the quality and reduce the cost of 'back office' services. This PIN has been developed to engage suppliers interested in delivering a SaaS ERP solution to help identify the current trends and best practice in HR, Payroll and Finance processes, implementing and realising the benefits of a SaaS ERP solution and to identify approaches and technologies that could be deployed as part of a national solution.
