Increasing the Availability of Farmland for New Entrants to Agriculture in Scotland
Notice Description
Review the barriers to entry to agriculture and assess options for improving and increasing the availability of land for new entrants. The overarching objectives of this project are to: i. investigate options for new models and structures that would increase the availability of land for new entrants in the future; ii. provide practical guidance on existing joint venture models; iii. identify barriers to succession and retirement; and iv. define a methodology to produce a baseline against which success on increasing the availability of farmland for new entrants might be measured
Lot Information
Lot 1
Contractors will be required to a) Investigate and present at least 4 models and/or interventions that would improve the availability of land for those who want to farm in Scotland. The contractor will be expected to draw on information from a range of relevant different sources and are encouraged to consider the experiences of how other countries have sought to optimise the availability of land for new entrants. b) Produce guidance for existing farmers and landowners who, in developing their own business interests, could offer entry opportunities for new entrants. The guidance should include all joint venture options currently available such as different tenancy types, share farming and contract farming. The pros and cons of each should be specified alongside taxation implications. c) Identify barriers to succession and retirement. Contractors should investigate farmers opinions on succession and retirement. d) Define a methodology to produce a baseline against which success on increasing the availability of farmland for new entrants might be measured.
