Carry out a comparative review of the methodologies applied by Perth and Kinross Council (PKC) and the Aberdeen City and Shire Strategic Transport Authority to (i) assess the cumulative impact of new development on strategic road infrastructure and the need for new infrastructure to support that impact and (ii) apportion the cost of the new infrastructure among new development proposals and provide, by reference to the criteria on the use of planning obligations set out in the recent Elsick decision by the Supreme Court, an opinion on the legal validity of (a) the methodology applied by PKC and (b) PKC's supplementary guidance on developer contributions towards said new infrastructure.
