Scotland's Census 2021 Census Coverage Survey

Provision of a Census Coverage Survey as part of Scotland's Census 2021.

Census data is processed before it is released to the public. A key component of this process is to estimate and adjust for how many people may have been counted more than once or missed. This requires a second survey (the Census Coverage Survey, CCS) to provide population figures independent of the census which can be then processed with census data to provide these estimations. The CCS is a voluntary, interviewer led, face-to-face, doorstep survey that aims to produce a representative sample of approximately 2% of households in Scotland including areas from all Local Authorities. The survey requires a property listing phase, where all addresses in a geographic area specified by NRS must be listed by the Service Provider, which is then followed by the interview phase. The Service Provider will be responsible for the recruitment, training, management, pay and conduct of all resources required to deliver the CCS. The Service Provider will also be responsible for the development and support of any technology used to deliver the CCS. The key output requirement from a successfully operated CCS will be the return of a digital dataset that contains all of the properties documented during the CCS, along with their questionnaire responses, non-response/no-contact reasons, and any data about field operations (e.g. time and data of household visits). All solutions developed to satisfy the requirements of this project will enable the Service Provider to supply a complete digital dataset to NRS. This PIN is part of the Scotland's Census 2021 procurement programme and concerns the provision of a Census Coverage Survey. Full details of the requirement are contained in the attached document. NRS are seeking views and information from the market place on the requirement. This information will be used to develop the commodity strategy and tender documents for the requirement. Once this work is completed we will then undertake a procurement process which is fully compliant with EU Procurement Directives and Scottish Procurement Regulations to secure the contract(s). At this stage, we would like interested tenderers to comment on the following questions: 1. Are you interested in tendering for this contract? 2. Do you have previous experience and therefore capability, of delivering a contract such as this? 3. Do you have the necessary resources to deliver the requirement in full? a) if not, would you consider forming part of a consortium in order to deliver the requirement? b) would you intend using sub-contractors to deliver this contract? 4. Can you provide a "without commitment" estimate of the likely cost? a) provide a cost that includes the survey of Communal Establishments b) provide an estimate that excludes the survey of Communal Establishments To facilitate discussion, you are invited to a Meet the Buyer Conference to be held in Edinburgh on 22 February 2018. Full details of the event are contained in Section 6 of this notice.
