Notice Description

Perth and Kinross Council (the Council) is planning to develop a Low Carbon Transport Hub (LCTH) at Broxden. This project will include the installation of:* a Hydrogen Refuelling Station (HRS)* a Battery Storage unit* System to manage and control the input of on-site generated renewable energy from Solar and Wind* Manage and control outputs to support EV charging and hydrogen production.Both the HRS and Battery Storage and renewable energy generation components are large and complex pieces of equipment. The writing of the specification for the development and the evaluation of responses for these project elements will require specialist technical support to produce the documents for publication and evaluate bids from potential suppliers.This procurement is being raised to source technical consultants that have knowledge and understanding of this new emerging industry sector and market; in particular knowledge and experience in projects featuring renewable energy generation, battery storage systems and Hydrogen refuelling station technologies. To ensure that these large and complex project components are adequately specified to meet the requirements of the project and that any bid received for these projects components is adequately technically assessed Perth and Kinross Council are looking to contract with a technical consultant.The largest elements of the project are the Hydrogen Refuelling Station and the Battery Storage system. Both are relatively new, complex and evolving technologies. To ensure a functional, robust and successful deployment of these project elements the Council require a detailed and highly technical specification to be produced. The Council will also require further appropriate technical knowledge to aid in evaluation of bids to ensure the technical requirements of the project are met and the bidders have the technical competence to carry out the required work.
