The output of the project will then be piloted by selected local authorities and district heating projects and feedback from the pilots will be used to update and finalise the methodology at a later date (piloting and updating the methodology is not part of this contract).

The Scottish Government's Directorate for Energy and Climate Change wish to commission the development of a methodology for carrying out a socio-economic assessment that will support the development of Local Heat & Energy Efficiency Strategies (LHEES) and district heating projects. This project reflects a proposal in the current consultation on LHEES and District and Communal Heating Regulations to "provide statutory guidance for socio-economic assessment in the form of a detailed methodology, laying out the overarching process and standard assumptions". The primary output of the project will be a draft socio-economic assessment methodology. The output of the project will then be piloted by selected local authorities and district heating projects and feedback from the pilots will be used to update and finalise the methodology at a later date (piloting and updating the methodology is not part of this contract).
